Happy Birthday Cake Mug

Instructions

1.  Tape the skewers to the backs of the candy bars, leaving about 2” of the skewer extended past the bottom.
2. Insert the skewers into the foam in a fanned-out arrangement, as the reference image shows. 
3. Cut 12” squares of tissue paper.  Pinch the center of the square and bring all the edges together to create a tuft of tissue paper.  Use the blunt end of the skewer to push the center of the tissue tuft into the top of the foam to fill in around the candy and conceal the top of the foam.
4. Place the Happy Birthday headband on the top of the arrangement.
